Cerinţe şi dificultăţi din sectorul agricol privind aderarea României la Uniunea Europeană

Abstract

The study analyses the demands of Romania’s adhesion to the EU area in the agricultural sector, as well as their stage for the first year after this process. The data are based on concrete aspects recorded in Iaşi County, in activities regarding: the support gave to farmers by different payment schemes, the requirements and allocation of milk quota, the achievement of conditions for obtaining milk in accordance with EU demands, the cultivation of the vine and the capitalization of the products. For each of the EU criterion were stated the conditions of eligibility (for example in the case of direct payments – the conditions for using the agricultural soil, maintaining this soil in good agricultural and environmental conditions, the minimum surface of the farm and of the agricultural lot on utility categories – arable, vineyards, orchards, fruitgrowing nurseries, vineyards nurseries, fruit bushes), the beneficiaries, the terms for each activity (for deposition of the requirements, for obtaining milk quota or the terms for payment). There were identified, on one hand, the difficulties met by the agricultural producers and the animals breeders in fulfilling those demands mentioned, and on the other hand, the difficulties of the specialists from the agricultural institutions. There are presented in the same context different opportunities of financing that will be active, mentioning the types of nonrepayable finances for different activities. The first year of Romania’s adhesion to EU presumes, as well, fulfilling some conditions for final financing of some institutions and structures involved in accessing European founds. It is mentioned as well the contribution of agricultural advisory in Iaşi for knowing the conditions to adhere to EU and the practical application of these conditions by the agricultural producers and animals breeders through different concrete activities.
